Complete overhaul of how disputes work. The old system was a single-step vote. The new system is a 5-phase lifecycle:

- Negotiate (48h) — Buyer and seller try to resolve directly via encrypted chat before it escalates.

- Community Vote — Panels of 7, 15, or 25 vetted voters review evidence and vote. 60% majority required.

- Resolution — Escrow automatically cancels (refund) or releases (seller) based on the vote. No manual intervention.

- Encrypted dispute chat between buyer and seller

- Voter eligibility based on transaction history and reputation
